EXCLUSIVE: Pro-Kagame Banyamulenge “kamikaze cells” reportedly identified in the U.S. to undermine the Washington peace deal

Alarming information is emerging in the wake of recent Congo Guardian reporting. Earlier this week, the outlet published two statements from « Banyamulenge Global Advocacy (BGA)—an association of U.S.-based Banyamulenge of Congolese origin—accusing the Kigali government of “cynically manipulating” members of their community in order to justify Rwanda’s military intervention and its support for the M23 rebellion in eastern Democratic Republic of Congo.

BGA also sent an open letter to U.S. President Donald Trump, denouncing what it described as an organized effort to undermine the peace agreement endorsed by the Congolese and Rwandan presidents on December 4, 2025, in Washington, under joint U.S.–Qatari mediation.

Following that reporting, Congo Guardian says additional information has surfaced suggesting the existence, inside the United States, of Banyamulenge cells composed of naturalized U.S. citizens allegedly working on behalf of the Kigali government. Their purported role: raising funds across the diaspora and weaponizing community grievances in eastern Congo to bolster the M23 rebellion.

According to sources, a list of 36 names—with U.S. addresses and phone numbers—identifies individuals described as Banyamulenge community members who allegedly “took part in M23/AFC training programs linked to upcoming ‘acts of impact’ planned on U.S. soil.” Such actions would reportedly aim to pressure President Trump, derail implementation of the Washington agreement, and influence the ongoing negotiations in Lomé.

At the same time, local sources in the United States suggest that some individuals on that list may also be mobilizing funding and, in certain cases, preparing “suicidal operations” presented as an extreme tactic to shape political outcomes.

Documents shared with Congo Guardian include an audio recording in Kinyarwanda in which speakers discuss sending people to self-immolate in front of the U.S. Capitol. An organization called “Mahooro Peace” is cited as a facilitator of such initiatives in the United States.

For now, Congo Guardian is withholding the identities of the individuals concerned, noting that the FBI is reportedly conducting an investigation into allegations involving potential suicide-attack scenarios.

No official confirmations have been issued to date. However, the accumulation of reports, cross-claims, and potential security implications gives this matter a volatile and increasingly sensitive profile.
